The true failing of the Altera during the Necron War was not their pacifism, quite the opposite, they were foolhardy when they finally did rush to combat. The war could have been won at Osh'ta, had they known their enemies capabilities, and had they used a strategy worthy of the title.

Comitting the entire fleet to a single strike against the Tomb World of the Nightbringer was the end of the war effectively, but in favor of the Necrons. With the warships of the Altera destroyed, nothing was to stop the Necrons from marching on Atlantis itself.
